Border Control Solutions

B2BE (formerly called The ECN Group in New Zealand) offers a fully managed gateway solution available in service format for Customs or Border Control Agencies who are looking to provide fully supported electronic channels for the movement of freight and goods across borders.

Deployed in a dedicated manner for each Customs authority, the service is managed fully within a secure data centre. Appropriate networking connectivity is configured.

The core message management component of B2BE’s solution allows customs messages to be managed by a centralized broker. Our most recent iteration of this makes sensitive use of the BIS product.

New Zealand Customs

B2BE (formerly called The ECN Group in New Zealand) provides a fully managed and supported electronic gateway service for the New Zealand Customs Service. The gateway service provides interfaces with customs brokers, freight forwarders, sea and carriers, terminal operators, exporters and importers.

Customs Community – EDI Messaging

New Zealand Customs use B2BE Group as an integration service provider to enable EDI style messaging across the internet with trading partners. Every month B2BE supports the exchange and assured delivery of thousands of electronic customs declarations and responses between diverse applications used by the community and NZ Custom’s rules and workflow engine – CUSMOD.

B2BE provides a fully supported and managed service to NZ Customs and the user community. As a specialist integration service provider B2BE has an unrivalled ability to respond to almost any requirement of the user community.

Customs Community – Online Messaging (CUSWEB®)

B2BE provides a managed service for on-line (internet) based Customs entries. CUSWEB® (www.cusweb.co.nz) provides a browser based interface to create, submit and amend Customs entries, well suited to those who may not wish to invest in an integrated solution or those with smaller or irregular volumes of documentation.

  • Lodgment of Import and Export entries with Customs
  • Lodgment of Import ECI reports with Customs (for clearance of exempt-entry shipments and provision of Inward Cargo Reports)
  • Lodgment of Export ECI with Customs (for clearance of exempt-entry export shipments)

  • Lodgment of Temporary and Sight Import entries and completion of these entry types

Air Cargo Customs Interface Service (ACCIS)

ACCIS has been developed by B2BE in 2004 in order to address New Zealand Customs security requirements for air cargo reporting. ACCIS allows Airlines and ground handlers to report inbound and outbound air cargo manifest information to Customs Authorities.

ACCIS reuses data provided by the existing air cargo handling process (IATA cargo Imp messages). ACCIS provides alerting, reporting amendment and management functions allowing airlines and ground handlers to accurately report to Customs authorities.

MPI

B2BE (formerly called The ECN Group in New Zealand) now provides services to MPI clients, similar to those EDI services B2BE provides to NZ Customs clients.

Electronic Biosecurity Clearance Certificate applications (eBACCa) may now be submitted to MPI (Ministry of Primary Industries, formerly called MAF) via the B2BE gateway, from approved software applications. For more information from MPI Biosecurity New Zealand regarding this service click here.

What this means for MPI clients

By using this service MPI clients can now receive the same benefits that NZ Customs clients enjoy, saving time, reducing errors and faster response times for your clients from MPI.

Importers and Brokers will need to be registered with B2BE before they can submit electronic BACC applications (eBACCa).

Details for developers and software houses

Software applications submitting eBACCa messages to MPI via the B2BE gateway will first be required to undergo testing in the B2BE and MPI UAT environments before production data can be sent to MPI.

As part of the testing process, software applications will be required to present correctly formatted eBACCa Messaging Requests and receive and process associated responses (Messaging Response and eBACCa Notifications).

BioWeb
